The bodies of the Russian Federation accept for consideration the documents and acts issued in Nepal only with consular legalization unless otherwise provided for by the legislation of the Russian Federation or by international treaty the participant of which Russia is. Foreign documents meant for use in the territory of the Russian Federation should be legalized at first at the territory of Nepal in the Ministry of Foreign Affairs and then it is legalized in the Consular Section of the Russian Embassy. In this case the notarized translation of the document into Russian may be required. According to the established common practice, official organizations in the Russian Federation may not accept foreign documents if they are not accompanied by a certified translations made by the consular offices of the Russian Federation in the countries where the documents originated.
The notarization of translation of the document into Russian in the Consular Section of the Embassy does not substitute the legalization of such document.
It is noteworthy that the Russian consul affixes a stamp with endorsement of certification on the legalized document that he certifies the authenticity of signature of the employee of the Ministry of Foreign Affairs of Nepal; after that the consul affixes his stamp, signature, decode his surname and gives registration number. In case of absence of such details the document is invalid and cannot be used, i.e. such document is not considered legalized.
The consequence of the consular legalization procedure is the fact that the organizations and institutions of the Russian Federation shall get the right to accept for consideration the corresponding documents or acts come from the Nepalese organizations and institutions. However, the consular legalization does not exempt the organizations and institutions of the Russian Federation from observance of common rules of the Russian legislation regulating the acceptance of the documents intended for certain activities. In particular, the notary on his part is to check whether the legalized document complies with the law.
